As the Philippines’ anti-corruption court issued arrest warrants against former House speaker Martin Romualdez, a disturbing pattern emerges: public officials using their power to accumulate wealth on an unprecedented scale. The allegations that Romualdez stashed billions of pesos in mansions and shares are a stark reminder that corruption can be a lucrative business – one that is often enabled by a culture of impunity.
